Utility costs in Phuket have two sides: there are things that are genuinely cheap (water, LPG, basic services), and one thing that's not — air conditioning electricity. Getting a handle on your utility costs before signing a lease can save you thousands of baht a month, especially once you understand the (widespread) practice of landlord electricity surcharges.

Electricity in Phuket: The Big One

Electricity is where Phuket utility costs diverge most from expectations. In a tropical climate where air conditioning is effectively mandatory for comfortable sleep and work, electricity bills can be the largest single utility cost — and one where understanding the rate structure saves real money.

⚠️ Landlord Electricity Overcharging Is Very Common

Many Phuket landlords — especially of condos and apartments — charge ฿6–10 per unit when the actual PEA government residential rate is ฿3.24–5.36 per unit. This is technically illegal under Thai law (landlords cannot charge more than the actual PEA rate plus a small service fee). Negotiating the electricity rate before signing a lease is one of the highest-value lease negotiations you can have. Ask to see the PEA meter and billing, or request direct PEA billing in your name.

PEA Electricity Rates (Progressive Scale)

Monthly Units (kWh) PEA Rate per Unit Notes
0 – 150 units ฿3.24 Low use — no AC
151 – 400 units ฿4.22 Moderate use — occasional AC
401 – 1,000 units ฿4.77 Regular AC user
Over 1,000 units ฿5.36 High use — multiple AC units, frequent use
Service fee (fixed) ฿38.22/month

Plus: 7% VAT on total. The actual bill is the service fee + (units × applicable progressive rate) × 1.07.

Example: Typical 1-Bedroom Condo Bill

Service fee฿38
First 150 units × ฿3.24฿486
Next 100 units × ฿4.22฿422
Subtotal (250 units used)฿946
VAT 7%฿66
Total (PEA rate)฿1,012

If landlord charges ฿7/unit: 250 × 7 = ฿1,750 — difference of ฿738/month = ฿8,856/year unnecessarily overpaid.

Air Conditioning & Electricity: The Key Relationship

A typical split-system inverter AC (1.5 HP / ~1,100W) running for 8 hours uses approximately 5–7 units (kWh) per day. Running one AC for 8 hours/day for 30 days = 150–210 units per month just for that one unit.

A villa with multiple bedrooms where all ACs run through the night can easily use 800–1,500 units per month. Inverter ACs are significantly more efficient than older non-inverter models — always check before renting. Many older Phuket properties still have inefficient non-inverter units.

Water in Phuket

Water is cheap. The Provincial Waterworks Authority (PWA) charges ฿8.50–15.50 per cubic metre (1,000 litres) on a progressive scale. A typical household uses 10–20 cubic metres per month, costing ฿150–350.

Phuket tap water is technically treated and safe for bathing and cooking, but most expats drink bottled or filtered water. A 20-litre refillable water bottle costs ฿20–30 at the refill machines found throughout the island — usually ฿1/litre. A family drinking 10 litres/day spends around ฿300/month on drinking water separately from the tap water bill.

Water supply to northern Phuket (Bang Tao, Laguna, Thalang) can occasionally be interrupted during peak dry season (March–April) or heavy monsoon. Properties in these areas often have backup water tanks — check this when renting.

Internet in Phuket: Speeds & Providers

Provider Speed Options Monthly Cost Coverage Expat Rating
AIS Fibre 100/300/500/1000 Mbps ฿599 – ฿1,499 Wide Phuket coverage Best
True Move H 100/300/500 Mbps ฿599 – ฿1,299 Good in most areas Good
DTAC/True (merged) 100/300 Mbps ฿599 – ฿999 Expanding Adequate
NT/CAT Telecom Various ฿499 – ฿999 Mostly commercial/central Commercial

For most Phuket expats, AIS Fibre 300 Mbps at ฿699–799/month is the sweet spot — fast enough for multiple video calls simultaneously, reliable enough for work-from-home, and available across most of the island's residential areas.

Speed note: Advertised speeds are "up to" figures. Actual speeds during peak evening hours (7–10pm) can be 40–60% lower in high-density condo areas where the building shares a connection. New villas and premium condos generally have dedicated fibre lines that perform better.

Mobile Data in Phuket

Thailand has excellent mobile data coverage and very competitive pricing. AIS, True Move H, and DTAC are the three main networks. Typical unlimited plans with fair use policies:

AIS Happy Tourist SIM (30 days, unlimited + ฿100 call credit): ฿299. AIS Advance SIM (monthly contract, unlimited data with speed throttle after 30GB): ฿399–599. True Move H and DTAC offer comparable plans. Network coverage across Phuket is good with AIS generally rated best for outer areas including Rawai, Kamala, and northern island roads.

LPG Gas in Phuket

Most Phuket homes use LPG (liquid petroleum gas) for cooking rather than piped natural gas. The standard cylinder sizes are 15kg (most common for homes) and 48kg (larger properties).

Government-regulated price for a 15kg cylinder: around ฿370–420 depending on current regulations (prices are periodically adjusted). A typical single person or couple cooking regularly will use one 15kg cylinder per 3–4 weeks. Delivery is available from local LPG suppliers who will swap the cylinder at your door for the same price as buying at a shop — get your local supplier's number from the previous tenant or your landlord.

💡 Tips for Reducing Utility Bills in Phuket

❄️Set AC at 25–26°C, not 18°C. Each degree lower increases electricity consumption by 6–8%. 26°C is comfortable for most people and uses significantly less power than the 18–20°C that many Thai AC remotes default to.
🌀Use ceiling fans with AC. Running a ceiling fan allows you to set AC 2°C higher for the same comfort level — significant savings if you have multiple rooms.
📋Negotiate electricity rates in your lease. Request PEA rate + ฿0.50 maximum service charge. Refuse leases that charge ฿7+/unit — this is a major cost for heavy AC users.
💧Get a water filtration system. A home reverse osmosis unit (฿3,000–6,000 one-time) saves the ongoing cost of buying water refills and improves taste. Payback period is typically under 6 months for a family.
☀️Ask about solar panels. Some Phuket villas now have solar installations that significantly reduce electricity bills. Worth asking about when renting, especially for larger properties with high AC usage.

Paying Utility Bills in Phuket

PEA electricity bills can be paid at 7-Eleven, Lotus's, Big C, any Thai bank, or online through the PEA app (ภัสสร PEA). The bill comes monthly and is due within 7 days of issue — late fees apply but are small (฿20–50).

PWA water bills are issued monthly and paid the same way. CAT Telecom/internet providers often offer autopay from a Thai bank account.

Having a Thai bank account is essentially required for smooth utility management in Phuket. The banking guide covers setting up accounts with Kasikorn, Bangkok Bank, or SCB — all of which accept foreigners with the right visa documentation. See our Phuket banking guide for the setup process.

Utilities connect to housing — the type of property you rent (condo vs. house vs. villa) heavily influences your electricity situation and who controls the meter. For more on the housing market and lease structures in Phuket, see our Phuket housing guide and the long-term rental guide.
